Trucking - Funding through CARL MOYER PROGRAM

The Carl Moyer Memorial Air Quality Standards Attainment Program provides incentive grants for cleaner-than-required engines, equipment and other sources of pollution providing early or extra emission reductions.

The Carl Moyer Program provides monetary grants to private companies and public agencies to clean up their heavy-duty engines beyond that required by law through retrofitting, repowering or replacing their engines with newer and cleaner ones.

The Carl Moyer Memorial Air Quality Standards Attainment Program provides incentive funds for the incremental cost of cleaner than required engines and equipment. Eligible projects include cleaner on-road, off-road, marine, locomotive and stationary agricultural pump engines, as well as forklifts, airport ground support equipment, and auxiliary power units. The program achieves near-term reductions in emissions of oxides of nitrogen (NOx), particulate matter (PM), and reactive organic gas (ROG) which are necessary for California to meet its clean air commitments under the State Implementation Plan. In addition, local air districts use these emission reductions to meet commitments in their transportation conformity plans, thus preventing the loss of federal funding for local areas throughout California. In addition particulate matter (PM), a component of diesel exhaust, has been identified as a toxic air contaminant by the Air Resources Board.

The Air Resources Board sets the minimum requirements for the Carl Moyer Program, while local air districts implement the program on the ground by soliciting funding applications, selecting projects and entering in to contracts to fund new engines, vehicles, and Equipment. Most air districts have specific periods during the year when Carl Moyer Program funding is available.

What Types of Projects Qualify for Carl Moyer Grants?

Projects that reduce emissions from heavy-duty on and off-road equipment qualify. This includes trucks over 14,000 gross vehicle weight, off-road equipment such as construction and farm equipment, marine vessels and locomotives, stationary agricultural equipment, forklifts, light-duty and other agricultural sources and airport ground support equipment.

How Can I Apply for a Carl Moyer Grant?

These grants are issued locally by air pollution control districts and air quality management districts. Contact your local air district for an application and selection timeline.

Multi-District Grants

The Air Resources Board administers 10% of funds for multidistrict projects that are of statewide priority.
